Enterprise multi-agent AI systems produce thousands of inter-agent interactions per hour, yet existing observability tools capture these dependencies without enforcing anything. OpenTelemetry and Langfuse collect telemetry but treat governance as a downstream analytics concern, not a real-time enforcement target.
